Cabo Verde: Key Figures, Priorities and Challenges of New PAICV Government

The composition of the new executive, with 15 ministers and 3 secretaries of state, highlights the areas considered priorities for the legislature. The re-establishment of the Ministry of Agriculture, Rural Development and Fisheries and the creation of the Ministry of State Reform, Local Government and Decentralization reflect two of the PAICV's main electoral promises – to revitalize the primary sector and promote a reorganization of the administrative bodies. With the accumulation of the roles of PM and Minister of Finance, FRANCISCO CARVALHO will directly control budgetary and financial policy, concentrating the main decision-making center of the Executive. This option reinforces the PM's political authority, but also increases his exposure.
