The central issue remains pending: the delivery of "up to" 25% of gas for internal/domestic use, which both laws impose as a condition on concessionaires, but which the authorities have never been able to operationalize consistently with existing mechanisms. Even the gas corresponding to the tax on production (5% Sasol and 2% Coral Sul), for which a usage strategy was defined, was never effectively used.
