Angola: Increasing Discontent, Risks Tamed
A seemingly normal process of changes in the upper structure of the military has recently led to the selection of an officer with close links to the Military Intelligence and Security Service (SISM), Gen. JAIME VILINGA, to exercise the position of Deputy CEMGFA. SISM, (formerly CIM, organised according to old Soviet models) has the function of monitoring the loyalty of the military and units at all levels.
The security apparatus, in particular SINSE, headed by FERNANDO MIALA, has been extending/ reinforcing itself in civil institutions of the state, public enterprises and even among circles of the ruling party itself, a clandestine network of surveillance justified by suspicions/ indications of the existence of “fifth columns” (AM 1439) installed in the regime.
