Angola: Regime Fear of Municipalities Leads to Illusory Policies
The positions of the Catholic Church and society in general in favour of the holding of municipal elections in Angola led the government to break the lethargy in which it seemed to have plunged in relation to the matter, making approve in the council of ministers one of the last diplomas missing in the so-called “municipal legislative package”, the conclusion of which depends on the marking of the date of the said process.
The draft law on the institutionalisation of municipalities now approved in the Council of Ministers also tends to be exploited for dilatory purposes as it needs parliamentary approval. ADÃO de ALMEIDA, the governor who has the tutelage of the municipal process, has shown himself in favour of an administrative decentralisation as a precursor to the holding of municipal elections.
