Mozambique: Political Initiative in Cabo Delgado Adds to Provincial Development Plans
The mistreatment inflicted on captured guerrillas discourages the voluntary surrender of group members. The Armed Defense Forces of Mozambique and the Police (PRM) are mentioned in the propaganda/indoctrination of the armed cells as allies of the “frelimist” regime and the foreign contingents deployed in Cabo Delgado are considered allies of the regime and “protectors” of multinationals, preferred targets of attacks.
In political and diplomatic circles, proponents of the political path to resolve the conflict, identify as a model the process adopted by Algeria in the late 1990s, which included the creation of demobilization centers for repentant terrorists.
