Mozambique: Uncertainty Over Normalization in Cabo Delgado Prevails in the Short Term
The strategic districts of Mocimboa da Praia and Palma are gradually stabilized, with few armed incidents recorded in recent months. The area close to the Messalo river (south of Mocímboa and Muidumbe districts) is still a rear base and refuge for cells operating in that region. Muidumbe, Nangade and Macomia continue to be critical districts, where attacks on villages, “machambas” (cultivation areas) and military patrols by the FADM and the SADC force (SAMIM) are registered.
The areas controlled by the Rwandan military of the RDF are those where the highest rate of return of populations has been registered, namely Mocímboa and Palma, due to a more advanced process of resumption of some basic public services such as health centres, schools and accesses, allowing the reopening of small businesses and agricultural and fishing activities.
