Mozambique: Security Agreements With Tanzania Without Effect on the Ground
Tanzania's attitude towards the conflict in Cabo Delgado has been accentuating in political and military circles in Maputo the perception that the neighboring country is co-responsible for the situation. After the campaign of repression against Tanzanian Islamic extremist preachers in 2015, increasing in 2017, several Islamic-inspired fighters ended up taking refuge in northern Mozambique, moving freely between the two countries.
Tanzania's participation in the SADC Mission in Mozambique (SAMIM) was forced by circumstances.
