Port development is seen by the Government as a priority in the effort to reduce economic dependence on tourism. The need for diversification has become even more acute in the face of the crisis caused by the pandemic, which practically paralyzed tourist activity. This has been gradually recovering in recent months and is expected to return to some normality during 2022-23.

The main port project underway is that of Mindelo, where a special economic zone was created, with tax and other benefits for investors. The project has also been experiencing delays due to the pandemic. The model preferred by the Government is the concession to private entities, for investment and exploration for a determined period.
