CPLP: Great Expectations and Greater Limitations in the Agreement on Mobility
Mobility among CPLP nationals has been the object of constant mention in the declarations of Heads of State and Government since 2002, but its full application remains dependent on several factors, some of which are limited by the international commitments assumed by some of States.
Thus, only one of the modalities foreseen - diplomatic, official, special and service passports - will be exempt from visas as from 2022 for Portugal, Cape Verde and São Tomé and Príncipe, which ratified the Agreement. Thus, there is no automatic application of visa exemption, but only a legal basis that could culminate, in the medium or long term, in streamlining circulation between all nationals of CPLP countries.
